The Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) negotiated by the Member States of the United Nations Economic Commission for Europe (UNECE) and signed in Helsinki on 17 March 1992. It entered into force on 9 October 1996.
The UNECE Convention the Water Convention promotes cooperation on transboundary surface and ground waters and strengthens their protection and sustainable management.
The Convention is a unique legally binding instrument promoting the sustainable management of shared water resources, the implementation of the Sustainable Development Goals, the prevention of conflicts, and the promotion of peace and regional integration.
Under the convention, the parties (or nations) are required to cooperate for the sustainable management of transboundary waters.
As a framework agreement, the Convention does not replace bilateral and multilateral agreements for specific basins or aquifers.
Has India signed the Convention?
No, India is not a signatory to the UNECE Water Convention, which was adopted in 1992 and enforced in 1996.
United Nations Economic Commission for Europe (UNECE)
UNECE was set up in 1947 by the United Nations Economic and Social Council. It is one of five regional commissions of the United Nations. As a multilateral platform, UNECE's major aim is to promote pan-European economic integration.
