Currently, the six largest emitters globally are China, the United States of America, India, the European Union, the Russian Federation and Brazil.
When we say that "countries' emissions have not yet peaked," it means that the total greenhouse gas emissions for many countries are still increasing each year rather than decreasing. In other words, these countries have not yet reached their highest annual emissions level (the "peak") before beginning a sustained decline in emissions.
